In the film, Batman comes into conflict with wealthy industrialist Max Shreck and malformed crime boss Oswald Cobblepot / The Penguin, who seek power regardless of the cost to Gotham City. Their plans are complicated by Shreck's former secretary, Selina Kyle, who seeks revenge against him as Catwoman.

Oswald Chesterfield Cobblepot, also known as the Penguin, is the main antagonist of the 1992 film Batman Returns, the second installment of Tim Burton and Joel Schumacher's Batman film and comic series.

The Penguin was the alias of Oswald Cobblepot, a deformed man who was abandoned in the Gotham Sewers as a baby. Raised with animals in a zoo, he traveled as a circus freak as he came of age. Cobblepot's horrible past turned him into a bitter and ruthless sociopath, though he displayed uncontrollable aggression from infancy.
