I think this is the same mistake as Europe is facing now: casting a net too wide for economic supranational integration, forgetting it will hinder actual federal state formation down the line.

East African nations cannot even hold themselves together let alone form a federation. Rwanda, Burundi, kenya and Uganda imo should stay sovereign and instead trade more. Maybe something akin to Schengen than federation.
